The ASoG project team undertook research to ensure that spending on a new government program to help achieve universal access to clean water (SALINTubig) was improving service access and quality. The SALINTubig program, managed by the Department of Interior and Local Government (DILG), appropriated PhP 800,000,000 (US $18,239,880) for 80 waterless municipalities. The project team reviewed policy documents, interviewed key informants, and used public expenditure tracking surveys to analyze the budget process for SALINTubig projects, evaluate the accountability mechanisms for municipalities receiving additional funds, and assess whether the policy was being implemented as planned. They also paid special attention to how the project complements existing efforts to provide clean water access. Key research findings from the project included the following:

  • The DILG managed funds for the SALINTubig program effectively.
  • However, program allocations did not take into account municipality size or existing water access, and in many cases were insufficient to achieve universal clean water access.
  • Some municipalities require funding for technical assistance to assist in implementing effective water systems.
